Once, a long time ago, there was a City. This city, so old even its name is long forgotten, was a wonderful city, a utopia for its time. But its leaders were not content with "wonderful"; they sought perfection for their City. And so they created the Librarian; the method they used to create her, whether through robotics, genetic manipulation, or mental training, has been lost with the City itself. The Librarian's duty was simple; to observe the townsfolk, and exile transgressors of the law. Her name derived from her duty to record the crime of the exiled. She was given two pieces of equipment; her Book, in which she scribed those condemned to exile, and a gun, to "inspire" those unwilling to leave. It was she that brought about the ruin of the city. No person can reach perfection; any crime, whether pickpocketing, slander, or littering, resulted in swift expulsion from the City. Eventually there was a mass exodus from the City to escape the vigil of the Librarian; she was left to guard crumbling buildings and long-dead crops from the imperfect. Ultimately, nothing remained of the City but the Librarian herself. The Librarian did not take this as a cessation of her duties, but an expansion of her sphere of influence; for her, all is the City without borders. And so she patrols, seeking those who would dare to break the laws of the City. In so doing, she has become the City; she carries its laws and its memories with her when no one else knows it ever existed.

 

Personality: If the Librarian was somehow relieved of duty, she would be a sweet, personable girl. However, for her, the vigil is everything. She is usually doing one of two things: patrolling or writing in her Book. Before she enters a fight with a lawbreaker, she always writes her own name in her Book with "Failure" listed as her sin. If she wins, she crosses it out; if she loses, her Book will show that she, ultimately, failed in her quest for perfection as well. Thankfully, however, her attitude has eased slightly; she recognizes that a City without limits cannot have exiles. As such, she hounds and torments those who break the City's laws until they repent of their ways and vow to reattain perfection.

The Constant Vigil

  • Power: Super Speed

For The Librarian to control the behavior of many, she must be able to observe the many, all at the same time. The Librarian, while she cannot be everywhere at once, was made for just such a purpose. Once the transgressor is located, speed is even more of the essence; imperfection can easily spread, and the imperfect must be rehabilitated or removed before they can contaminate the rest.

Penance

  • Power: Projectile Attack

  • Seeker This attack hunts and follows its target.
  • Ranged Attack Attack usable at a distance (only).
  • Armor Piercing This attack ignores normal defenses which are not Reinforced.
  • Multi Attack Attack can hit multiple times during one strike.
The Librarian must teach lawbreakers the error of their ways. Her gun, while designed not to kill, will certainly teach a lesson to those who dare to defile the City with their presence. The gun is weighted with the force of Law; it will not fail to find and torment those unworthy of perfection, or unwilling to pursue it.

Redemption

A gun is nothing without a skilled user. And penance is nothing without the ability to redeem. For the imperfections of the City, the gun and the penance are one and the same. It is therefore fitting that the Librarian meets the requirements of skill and redemption alike.

 

One with the City

The Librarian exists to serve the City. The City is protected by the Librarian. It is therefore to be expected that the City will assist the Librarian in her task. Because the City is now nowhere and everywhere, the Librarian can call on its assistance without regard to its borders.

The Haze of Memory

  • Area Effect This attack causes damage in a large area.
Even for one eternal as the Librarian, memory is not something that can be made perfect. The City as she remembers it no longer exists, and even her memory of it has started to degrade. An interesting conundrum; the Librarian views all as the City, yet the City must be as she remembers it. Yet she cannot remember the City properly...a paradox she must solve, and in her own fashion she has. For her, all is fog. She *knows* the City, yet need not *see* it. Such a state, then, must be true for her imperfect foe as well as her...even if they do not know the City as she does.

Condemnation

  • Power: Emotion Control
  • Level:Standard
  • Ranged Attack Attack usable at a distance (only).
The Librarian transcribes the name and crime of her target in her Book before she pursues him. Somehow, this act gives warning to her target, bringing fear and apprehension to him. This fear is not the type of fear one can attribute to mental control; it only gives the target the dawning realization that their imperfection will soon be laid bare. The knowledge of torment yet to come is itself one of the greatest tortures granted to humanity, and it is this punishment that the Book grants.

In her patrols of the City, the Librarian has been forced to realize that the City is a far more dangerous place than it once was. If she were to continue her vigil, she would need a better assurance of her own safety, for without her, the City would surely fall to sin. The question became, what could she do to protect herself? She had been made to be perfect and so had no capacity for self-improvement. The answer could only be that she was not trying hard enough, that she had not lived up to her own perfection. With this realization of her imperfection, however, came the knowledge needed to remedy it. She assigned herself the sin of Apathy in her Book, crossed it out again (for she had repented of it), and resumed her duties.

Unfailing Duty

For as long as she can remember, the Librarian has patrolled the City; her entire existence is, and always has been, devoted to its protection. She can be said to live only in the technical sense of the word, as her personality has been entirely subsumed to her duty. For the Librarian, emotions are weaknesses, humanity a distraction from the City's safety. Indeed, no human would be able to bear the terms of the Librarian's obligation. To sacrifice one's entire existence to a lifetime of toil would be more than any would be able to withstand. And yet, the Librarian has done exactly that.
