Summing it up
KALI is meant to be the FPL's equivalent to SPECTRE from James Bond: An overarcing organization that works through numerous channels to pull the world's strings in its favor. While they have traditional criminal elements, the KALI entity is less interested in the "traditional" criminal acts of an organization such as The Syndicate. This isn't a conglomerate of villains acting together to further their own prosperity.
KALI consists of numerous "arms." These arms are independent organizations with their own agendas and modes of operation. Most individuals that work within these "arms" have no knowledge that their organization is a part of any larger group. In fact, the KALI organization isn't known by the public at large. Only a scant few operatives for various nations and organizations know of its existence, and fewer know who belongs to this conspiracy.
Basically, KALI is a far-reaching conspiracy that few people know exists. Most members of each "Arm" are unaware of KALI's existence-- only a select few (or even one person) within each organization is aware of the overarcing conspiracy. Few outside of the conspiracy are aware of its existence. People may have heard the name dropped or seen in a top secret document, but the nature of KALI is never completely revealed in such sitiations. For FPL purposes, it's mainly a name to be dropped hinting at a larger picture that may or may not be revealed in the future. What's of real importance are the groups that make up KALI.
The League of Assassins
One of the most notable arms of KALI is the League of Assassins. The league is a resource for all the other arms of KALI. 'nuff said really.
Another thing notable about the league is that it's an actual league, complete with seasons and points performance and a slew of other factors of consideration, which determine the rank of any given "competitor". Due to the rather esoteric criteria involved in determining the rank placement of its members, there's been no small amount of frustration from assassins who feel they deserve a higher standing in the league, but are unable to do so due to the league rules making no f**king sense. However, obscure and arbitrary as the criteria seem to be, it's without a doubt that they are impeccably accurate. Especially at the higher ranks.

Novella has been the perpetual #1 for god knows how long. It's been theorized by conspiracists that the ranking was actually developed for the primary purpose of developing a talent who can topple her from her summit.
-Top 10 are known as Ranked Men/Women. If Novella is Cain, the rest of the Ranked are the equivalent of 2nd to 4th generation.
-The Rankings are created based on a convoluted computer formula not unlike the NCAA Football BCS. Except the OS probably has something to do with the blood of virgins or something else sinister. Maybe. That's what the rumors say at least.
The "good" company. DanCo (Danger Corp) is a legitimate and philanthropic company with a wide array of products and services. In addition to the usual appliances, hospitality & financial services and what-have-youse, DanCo is notable for its large expenditure in charitable endeavors. That is to say, they spend a lot of money building orphanages, animal shelters, setting up soup kitchens and other hippy stuff. In full public view, of course. After all, what's the point in being charitable if you're going to be anonymous?
DanCo is also noted as being a great sponsor of heroes. They're the ones who set up and marketed Doctor Velocity's "Team Velocity" for instance.
No one said conspiracies have to be completely evil.
DanCo/League of Dangermen moved to "good" KALI.
The Twilight Club is a "chain" of clubs scattered about the globe that caters to the "esoteric" crowd. It's part think-tank, part social club for those that delve into the occult, the speculative, and other fringe elements. It's the sort of place where a UFO researcher might go to have a drink and chat it up with a Wiccan. If Coast to Coast AM was made into a global social club, this would be it.
The "real" Club, though, consists of the VIP rooms of each club. As it turns out, there's only one VIP room, and said room is accessed through a secret portal inside of each Twilight Club franchise. This portal leads to a secure place within the Dreamtime where VIP members can discuss pressing issues with one another that can't be discussed around "mundane" ears, conspire with one another, and basically vent. It's the place for those "in the know" to shmooze and socialize.
The bartenders of the Twilight Club, be it the regular ones or the ones in the VIP room, are naturally privy to all sorts of information. When one's had one too many drinks, they're willing to spill their guts moreso than usual. It's the bartenders' jobs to gather this intel and deliver it to the owner of the Club, who relays it to KALI itself.
As for the owner herself, she is simply refered to as "Owner," even amongst other KALI members.
Seven Emblems Entertainment (SEE)
The "evil" company. Its mascot are 7 seals.
Like DanCo, SEE is a huge multinational public listed company. Known for their theme parks and nationwide retail clothing stores, naturally, they provide a huge variety of other goods and services as well, and have a sizeable slice of the entertainment industry cake. Basically, think "Disney". And just like Disney, they secretly fund super villains and terrorist organizations.
ITN: International Terrorist Network
A small group of individuals who fund and train numerous terrorist organizations. Their intentions come off as little more than the desire to induce chaos, since they're more than willing to support both sides of a conflict at the same time. Of all of the "arms" of KALI, ITN is the only one that isn't publically known. Its name is mentioned in obscure intelligence reports, and any investigations into its meaning are largely met with dead ends.
Maude Daqua. A renegade who has been raising hell across the country, heck, across the world. ITN is keeping her safe and stocked.
The Cruel Kids
The Cruel Kids are a sub-group within KALI. While not rogues per se, they don't answer to any Arm in particular. Like the League of Assassins, the Cruel Kids membership is opened to candidates from all the different Arms of KALI. Unlike the League however, they do not necessarily work for or even with the Arms. Instead, their interests simply tends to coincide with one Arm or another. Thereby making them useful to all.
The "team" is led by Arissa. Current members are Piranha Girl, Headbang Girl, Dangeretta and Unicorn Boy.
The "brains" of the operation. She's the leader who is able to hold together and direct this group of misfits.
The psycho killer of the group. Y'all know Piranha Girl.
The muscle. For now, not much is known about her. Like the rest of the group, she's pretty covert. All things considered.
The Batman, or if you prefer, the Robin of the group. Dangeretta's story is a tad complicated. Not so much the "plot" of her story, but the relationships around her. Dangermen have always been "good guys", but Dangeretta? Not so much.
The OTHER psychopath. In fact, more so.
A conglomerate project. Research and resources are being pinched from all Arms of KALI for this project. Though only a select few know the true scope of it, including the mythic Head of KALI, God and the project's mastermind, Arissa.
One other individual might know what the project truly entails, but if not, at the least, he knows more than most. This man being one Simon Feld.
