Who are the people who are on top?
Really powerful people, I would assume.

I really only recognize Overmind and Overmind isn't that powerful.
Really powerful people, I would assume.

Not a God, GOD. The One True God. The Creator of the Universe. The Father of Jesus Christ. The Alpha and the Omega. The Word, the Truth and the Life. The Essence of Goodness.
And that is why he's the most powerful character of all.

The people at the top are characters that would require you to really be a comic fan to know.
I think the first ever Ion needs to be up there high somewhere; probably tier 4 or 3, maybe even 2.
The guy was able to create an unlimited number of duplicates of himself and put them anywhere in the DC-verse. Each duplicate was as insanely powerful as the real thing (pretty much because each "duplicate" was the real thing). He could rewrite time with a thought, and the only thing stopping him was Spectre asking nicely that he didn't.
That, and he used all the power he had to re-ignite the Oan Power Battery, which went on to spawn new Guardians of the Universe.
Also, note that he was probably so freaking powerful because he was the Ion Entity + the residual Parallax energy that Hal Jordan left in the sun + all the negative-thought energy that went to making Oblivion*.
I also noticed that you didn't have Metron anywhere in there. He'd be high up the list, surely.
*for those who don't know, Oblivion was being that was created because due to the ring making thoughts manifest, whenever Kyle thought something negative, all that energy gathered into the form of a massive )@$)( being that it took a number of GL's from across the multiverse to defeat.
