Either of these guys could do it but Dredd with his gun can do it the fastest. Snake would take the stealth approach to taking out the criminals which would take time. Dredd can switch the type of ammo he uses and take out multiple targets without hurting any civilians. He does it all the time. Dredd wins.

Snake has a better chance of zero deaths. Not everything is a race.

Well this one is since it's a match between the two. Dredd is in these situations all the time and he does them with no problem. Dredd dispatchs the targets easily with his gun without even moving and saves the hostages. He would do it faster then Snake would in taking them out one by one which is exactly the way Snake would go about it.

Snake is far more adept and completing missions without killing people, especially considering his almost flawless stealth skills and physical prowess. Dredd could do it, but being quite and careful is not his style. He does have the better gun, though.

Dredd actually is good at shooting or beating the hell out of his opponents and keeping innocent civilians safe.

Dredd shouldn't have any problem with this scenario. As pointed out above, he handles this type of thing regularly. I much prefer comic version to film versions but even latest film made a good example of this:
