I'm actually leaning a bit towards the Pred here. Voldemort certainly has some serious power behind him, but I doubt he's going to be able to dodge that plasma cannon thing on Scar. Meanwhile, nearly any real offensive attacks from Voldemort can be dodged by Scar. Something like Crucio might stop Scar in his tracks, but Voldemort has to give it up to use strong offensive spells.

Also, don't forget about the Cloak... I mean, Wizards couldn't see Harry when he had the invisible cloak... so how would Voldmort see him?

 

Not only that, but iirc there was something I heard a while ago about Preds having a natural hatred towards the Occult. If that's right, then I believe that honor rules such as not shooting non-ranged opponents goes out the window.

Anyway, what makes you think that he'll use Crucio first? What if he uses the killing spell? Scar dodges, and he disintegrates Voldemort.

He would still have to think about teleporting, which, unless he has superhuman reflexes, is near impossible to do. Well, it depends on how fast the plasma bolt moves. I seem to recall it moves as fast as a bullet. I might be wrong.

I tracked a baseball with my eyes as it hit me in the face. Sometimes being able to track something doesn't mean you can properly react to it.
Though, I realize that is kind of a faulty analogy.

Back on topic, are there any video clips or scans that show how fast that plasma thing is? If it does move as fast as a bullet, then I think that gives Pred an advantage.
