Well... the level of power that would be needed to level a city is vastly greater than anything shown in these clips. I can make a rough estimate of the power cannon's power. It vaporized a slightly larger than human-sized monster.

Let's assume for a moment we're dealing with a 400 lb monster whose body is as durable as hard granite. This would render it bullet-proof and it could be hit by a speeding car without serious damage. The amount of energy needed to vaporize this volume of granite would be about equal to a ton and a half of TNT. Normally that would have created a crater and done a lot of damage to the surrounding area, but the Power Rangers' tech seems able to confine this energy to a small area somehow.

That would be a huge payload for a military weapon, about twice the power of a standard torpedo and considerable more than a tank round or most fighter launched missiles. (I think I'm overestimating the energy of the weapon by a lot, BTW, but without knowing the monster's durability, it's impossible to do an accurate job.)

Assuming this is correct, the Power Rangers could not stand up to a city-destroyer blast. Even the 15 KT bomb dropped on Hiroshima (which is tiny by the standards of nuclear weapons) would be 10,000 times more powerful than their cannon.

The Six aren't regular humans and once they start hurting innocent people the Power Rangers will do what's needed to put them down.
