Blackout was looking for something to alter human emotions so he could take over the world. Dr Smiley was looking to kill villains and they happened to meet up on a rooftop.
After a nice talk and seeing that they had what each other wanted they decided to prepare for each other and fought.
This battle will require agility, speed, and quick reactions in order to survive on the 50 story buildings of New York and as an added bonus the cops are after both of them. Vote who you think would win and vote fairly please.
