And please give examples of why you think that the character(s) you name are contenders for the title.
For my own contenders:
Genis-Vell. He destroyed the Multiverse with no real effort(I believe he re-created it as well, but I might be remembering that wrong).
Jenny Quantum: Capable of ripping the multiverse apart with next to no effort.

Mad Jim Jaspers would have overwhelmed the Multiverse and, shortly after, other multiverses had he time to complete his ascension to power.
One of the characters from Planetary (Elijah Snow I think) has access to technology allowing him to casually delete universes from existence.
Sise-Neg also deserves to be on here, having once absorbed all magic in the Marvel universe, and then recreated it.

I'm thinking Franklin Richards. Mostly because the Celestials named him a universal constant and his adult form controls Galactus.
Both Galactus and Franklin Richards have only shown Universe level powers, while some of the other contenders(Genis-Vell and Jenny Quantum, as well as Bec Noir) have shown Multiverse level power.

I'm pretty sure The Spectre would know what he is talking about. Not only that Darkseid even mentioned what he could do with that power. Especially when he got his hands on the Anti Life Equation.Hearsay.

Nick Fury, for example, is pretty knowledgeable, and he has said about at least... 11 people that I can think of, that each of them is "one of the finest hand to hand fighters I've ever seen". Gambit being one of the 11 -.-

Well when it comes to hand to hand fighters, that can be pretty disputed. When someone is tearing the very fabric of time and space, there is not much of a debate.A lot of people know what they're talking about, but until the person in question actually proves that level of power, anyone claiming that he has that level of power, is still hearsay. I.e. useless.
Nick Fury, for example, is pretty knowledgeable, and he has said about at least... 11 people that I can think of, that each of them is "one of the finest hand to hand fighters I've ever seen". Gambit being one of the 11 -.-
Oh and "-.-" that is Jaegar's schtick get a new emoticon!

Tearing the fabric of time and space can be done on several levels, so yes, there is still plenty of room for debate.
The Annihilation Wave for example, resulted in a tear in the fabric of time/space, causing an opening to the Cancer-verse. That's not even a Universe level event.
Genis-Vell, to give an example in the other end of the spectrum, completely destroyed the entire Marvel Multi-verse.
And I've been using that emoticon since before I joined EF.

I'm pretty sure when a writer has a character say something, it should be taken as fact. Unless the person who says it is later corrected in the comic.
