Ourosboros plans run in two categories. If it was simple, keep it very very simple. Hammer to the back of the head simple; usually Mr. Skinner’s forte. However when it had to be complicated, it was very, very, complicated. This was of the latter category; Holocene couldn’t be allowed to come close to any of their people if they knew anything of value, could teleport out of any situation instantly, and to make it worse, they needed him alive.
Detective Jesse Harper stands over Keijo’s shoulder. Her boss stares directly into Jesse’s eyes.
“Well Detective, I must say, this would make a wonderful start to The Reaver Project. I hope you can get it done.”
“Yes, Keijo. Although wouldn’t it be wiser to begin with someone a little, well, easier to catch. Holocene hasn’t been caught by anyone; anyone, anywhere, at anytime. I’m not even sure if I believe he’s one person.”
“He is. The notes he leaves, while geographically scattered, contain repeated psychological markers, similar syntax, vocabulary, and handwriting. And Ourosboros isn’t just ‘anyone’. With our help, I have no doubts that you have come up with a strategy able to catch the uncatchable.”
“It’s in the file.”
“Indulge me anyway… Tell me, how do you plan to lure him in. ”
Harper nods and recites without consulting the file,
“We’ve been faking a serial murderer spree across Lowtown for the last three weeks. Seemingly random people, chosen to be the most sympathetic possibilities; children, young mothers, community leaders, etcetera. After capture, we follow with torture, body mutilation, and then dump the body in front of a police precinct with a note attached that insults the police, and is signed by “Holocene”. Contacts in the KTV news have been instructed to ensure that every single person on this island is wetting their pants in fear that Holocene could kill them at any time and any place.”
“And now that you have his attention?”
“That’s the hard part. We have staged torture rooms set up in ‘secret’ locations across the city. We’ve set up a trail of notes across the globe that aught to lead him to one of the first locations. If he’s a half decent detective he may know it’s a set-up, but I’m hoping he’s not that bright. Either way, he’ll still show. He can’t let our victims die if he can stop it, and his ego won’t allow him to send someone else. From there our victims will be waiting, restrained in ways that should ensure he spends as much time in the room as possible.”
“The weapons?”
“Non-lethal, as you asked. The rooms will all be set up with antiseptic gas dispensers and will be remotely activated to turn on anytime he enters the room. Shouldn’t be able to notice it until its too late. It’ll gas our victims as well, but eggs in an omelet and all that. Inside the various rooms we’ve got loads of other protocols if that fails; traceable radioactive particles in the air that attach to clothes, sonic weaponry, electrified floors, and one is being surrounded by snipers with tranq rifles and clear shots into the room. In another, I just placed a schoolteacher with a remote detonated grenade in her stomach, a tranquilizer gun, and a note saying we’d kill her in the first ten seconds of his entering the room if he didn’t tranq himself then lie on the floor till he passed out, or if he attempted any type of teleporting escape. We were kind of running out of ideas when we made that one.”
“Well, its inventive. Though I must ask, what happens to the victims if Holocene doesn’t show up.”
“He needs to know there are penalties for not participating. As I said earlier, eggs and omelets.
Keijo smiles.
“Detective Harper, I feel you may have a beautiful future with Sayang. A beautiful future indeed.”

Thanks. I'm not sure what part of that plan makes you laugh out loud, but I'd like to think its a pretty good plan from a guy who isn't actually an evil mastermind.
I was joking about the torture rooms and traps. Its a good plan and a hell of thing to overcome actually.
