Doom lets Lex do the dirty work. So Lex feels in charge then betrays him before he get complete victory.

I completely agree that Doom is the prime contender here and Lex is pretty damn close, they both have resources far outweighing their competitors. They dominate for sure

Team 1, easily.

Xanatos arguably has the cunning and the riches to rival either Lex or Doom, but not both at once, and nowhere near as advanced the technology of either. The combination of Team 1's tech and resources (as well as Doom's armies) crush the others.
