I have some problems with writers block for my arc. I don't really know where to take the next part next. My plan with the whole "Cuban Civil War" was for Tommy to back the overthrow of the Castro regime and put in a corrupt government that turns a blind eye to a lot of Tommy's criminal operations and also a chance for him to back the building of Casinos and resorts. I am considering if I should retcon this or not. I might introduce a new ally for Tommy, Mike Tereno. (corrupt government agent) Any other ideas for stuff I could do?

I would introduce Tereno for sure. He fits right in here. Maybe edge Scarface in there somehow (if you havent already).
