Definitely Rashek. He's got a healing factor that can match Wolvierine's (having casually strolled out of a blazing building while basically regenerating from a skeleton), plus he's vastly superior physically.

Plus, there's the fact that Logan can't even get close to him, thanks to his adamantium skeleton, which will actually prove to be a massive hinderance against the Lord Ruler. Rashek can throw him around like a ragdoll.
