I'm trying to create a match with Priscilla Blair (link below), but when I open the bar to select one of my characters for a match it doesn't give me the option to pick her. In fact all my street level guys except Kevin Ruster don't even show up, so roughly nine characters can't be selected. They're still active, and with one exception not in matches.

She has over 500 points and is Famous. Besides the Main Event, there's no more worlds for her to conquer.

I didn't try to set her up as an undercard. Just as a normal Deo's making a match for one of his characters. Like I did with Helenas last week and Ivan did with two of his characters. As an undercard admin, did I lose the ability to create normal matches above 500?

I ran into this problem with Jamiel Merit. He's not in a match, but is unavailable for me to make a match in.

Guys, it's not a bug. It's a feature.
If your character achieved 500 points and Famous at any point then the character is no longer eligible to KO newbs in the undercards. You are in line for The Main Event.

Gee, the only way I know of to rise in line for the Main Event is to bribe Landon. I hear he likes Anime and dark chocolates.

In the future there will be a Grudge Match option for Famous characters so they can still have matches with one another.
You could always create a new character and send them into the Undercards.
