Easy, Cyclops. He already leads a whole race and keep them from death through his leadership. He got his most sworn enemy to bow to him(magneto), has earned the respect of Namor and has him work for him. Come on and he is not afraid of war and getting his hands dirty.
Ohh that would be great if it were in the comics. Mutants go from the minority to being in charge. Meh it worked for the Inhumans.

This is the interpretation of Luthor where he's only a villain because of his goals to free mankind from the influence of individuals like Superman right? Not the crazy bald egomaniac that bores me to tears?
If so yeah, I'd vote for Luthor in a heart beat.
