Scar Predator is a Class 9 in strength.
Scar Predator is armored with the Standard Issue Medium Grade Dlex Armor.
Scar Predator is armed with Dual High Grade Wristblades (Acid Resistant), High Grade Dlex Combi-staff (Acid Resistant), Shoulder Plasma Caster, Shurikens, Ceremonial Dagger, Burner Gun, Smart Disc, High Grade Dlex Naginata, Sonic Mines, and the Net gun.
Bucky Barnes is armed with his Vibranium Shield, Modified Side-arm, and Bionic Arm.
Bucky Barnes is wearing his steel mesh and chain-mail uniform.

Well, Bucky has an advanced EMP device hidden inside his bionic arm.. Do human EMP's affect the Yautja at all? If so, Scar will have to fight Bucky hand-to-hand, and he'll probably still have the advantage there, due to his superior strength and skill. I'd probably give it to Scar in the end, he'll have the reach advantage with his Naginata.
And by the way, Bucky/Captain America's Shield is made from Vibranium (A substance more durable than Adamantium, but it also has another advantage; It soaks up energy like a sponge, which will render the plasma caster useless) rather than Adamantium.
Also, I'm just curious, what rank do you think Scar would be in Yautja culture now? I know he was Unblooded to start with, but he's come a loooooong way since then.

As for EMP's affecting Yautja weaponry, I would think that the plasma caster, smart disc and the cloaking might be affected but that's probably it as far as that goes. Maybe the mask too, but I don't see it affecting Scar's thermal infrared vision. And given that it's cold right now in Philadelphia, Bucky's going to stand out with his body heat in the cold temperatures.
Vibranium, you say? Hmmm... Guess I'll have to re-vise the listed weapons. I was going off basic knowledge on Captain America's shield, some official sources say Adamantium, while others Vibranium.

Well, in the Ultimate Marvel universe (A series of comics set in an alternate universe, with major changes made to every character) Cap's shield is made of a Vibranium/Adamantium alloy, so maybe you were reading about the Ultimate version?Vibranium, you say? Its ability just makes it seem like it is. The material that Captain America's shield made of is certainly superior to Adamantium. Its been called Proto-Adamantium.

The shield's got a mixture of Vibranium and either steel or iron. Pretty certain its steel. Separately, Vibranium isn't as durable as Adamantium. Adamantium was created from reverse engineering the fusion of an unknown catalyst, either steel or iron, and Vibranium, which is what was used to make Captain America's shield.
Granted its able to absorb kinectic energy to reduce any potential harm inflicted thereupon to zero damage, it doesn't mean the metal itself is far more durable than Admantium. Its ability just makes it seem like it is. The material that Captain America's shields made of is certainly superior to Adamantium. Its been called Proto-Adamantium.

I looked it up on Marvel Database-- it's definitely Steel-Vibranium alloy.
So re-affirming this, I'm establishing that the shield used is infact the Steel-Vibranium alloy shield.
Sometimes, I get confused on which shield is which.

Let us say that Barnes will not have too easy a time. Scar is able to win this one. If this Captain America was Steve Rogers, it would be a wholly different story.

This is new for Buck, if it was Steve Rogers; he'd be the winner since he has experience. But with Scar, it'd be a close fight but the Predator wins. Imagine Scar having a hard time with the shield but if distracted, Buck would loose it.

As Winter Soldier, Barnes kicked major ass. He may not have the Super Soldier serum, but that Bionic Arm more than makes up for it. Also, unlike Steve, Bucky will do whatever it takes to get the job done.

That maybe true, but keep in mind that Scar Predator, or at least this version has garnered quite the experience. The purpose of this Predator arc was to really see how far Scar could go as a warrior after having completed his initiation hunt in Antarctica, which was the events of AvP had he survived. And along the hunts he has had, Scar has gained some experience.

Now I am not saying that this is going to be easy for Scar, far from it but what I am saying is that this is not going to be easy for Bucky either on account of the fact (as far as this arc goes) that this version of Scar is more experienced than the one in saw in AvP on account that this version survived his Blooding Ritual and went onto be a warrior.
Bucky is going to be in for a fight, but then again, so is Scar.
Didn't Steve teach Bucky or something? I read somewhere that kind of happened.

In WW2, Bucky was to Steve Rogers what Robin is to Batman. So even back then he was trained up, before a plane he was in went down and cold-preserved him. The Russians found him with amnesia, gave him the Bionic Arm (which was constantly upgraded as technology progressed), and programmed him to be a completely ruthless killer.
The arm doesn't only fire off EMPs, but can fire off energy blasts as well.
